Physical description: Declan is a tall, muscular person, who tends to tower over many people that he stands around. He's got pale blue eyes and brunette hair. His hair isn't ever tidy because he doesn't have time to brush it and it's grown to fall at the top of his ears in curls. He's facial hair has grown around his chin and upper lip but not enough to be a full grown beard and moustache.
Powers: Time Manipulation & Weather Manipulation
Weakness: Weather Manipulation - Power can become unstable if user is emotional. Requires an atmosphere as a medium. May not be able to control the weather after they cause the effects. Have limited control over existing weather.

Goals: He doesn't really have have a goal right now other than running away from the FBI.
Fears: Killing himself in the midst of using weather manipulation.
Personality: Declan is very unstable as a person. he's never really that happy and it's like he has a constant dark cloud over his head. He's possessive and extremely destructive. A lot of them time he just feels anger and hates being around people. He's quite happy to be on his own and that's why he doesn't really mind being on the run.

History: Declan, when young, wasn't really like the other children in his class. He tended to be a lot more destructive with things and possessive with things. He didn't really get along with the other children unless they caused trouble like him. He tended to cause a lot of havoc and didn't really care about doing that either. His family used to try and be calm with him to understand. In the end, they found that he wouldn't listen to them so they started to yell at him.
As he grew up, his parents and siblings had started to give up on him and realised that he was a lost cause. They didn't speak to him and just ignored him. At the age of eighteen his parents kicked him out of the house and Declan was left to fend for himself. He ended up squatting in a house and did some dodgy dealings with drugs to get him so money. In 2019, Declan finally lost it with his family. He kept seeing them around and playing the happy family and in the night he went to their house and killed the four of them.
He got caught and was sent to jail and whilst he was there he ended up getting the virus and gaining two powers, not that he realised it at the time of realise. In 2023, Declan realised what his powers were and was a little shocked at first before he realised that he was able to use these powers to his advantage. He quietly practised as much as he could in his cell without other people realising what he was up to before finally freezing time, when an officer came by his cell, took the keys and ran. Time didn't freeze for long but it was long enough for him to get a head start. From Britain he ended up getting to Belgium without being detected and since then, he's been on the run. He's still very unstable which means his powers are never fully under control and can sometimes cause very weird weather in places where it's not supposed to be, a tell tale sign that he's been there so he has to run once again.

RP sample: Thalia had been wandering around the garden, it had taken her ages to feel at home here without her father or her sister. but she was slowly getting use to it, and it was slowly feeling like home again. It had been a while in all fairness, since her father's death and Briar moving out, but it had still taken her a while to adjust. To think that this grand house was now all hers, she was the President. It was hard to take in sometimes, that she now ruled over Panem. After she announced the first annual Hunger Games it finally felt real.
Thalia smiled as she heard her sister's voice greeting her, "Briar, it's good to see you too." A smile spread across her face as she went over to hug her sister. "How have you been? Busy I assume?" She laughed. She had given Briar the task of being Head Gamemaker, it was the only person that she trusted enough to give the job. The only person she knew wouldn't end up screwing this up. These Games couldn't be a joke to the Districts, they need to understand that the Captiol ruled over them, that a rebellion was not even going to be an option anymore. And the only way to do that was to introduce the Hunger Games, it was the only way that they would learn.
